USDA is seeking public comments on how the agency can provide better customer service and remove unintended barriers to program participation through regulatory reform.
Comments will be accepted for a year through July 17, 2018, with three cut-off periods prior to the final deadline. The cut-off for the first batch of comments is Sept. 15, 2017. The second cut-off is Nov. 14, 2017, and the third cut-off is Feb. 12, 2018.
Why solicit comments?
On Feb. 24, 2017, President Trump signed an executive order establishing a federal policy to alleviate unnecessary regulatory burdens. The executive order directs federal agencies to establish a Regulatory Reform Task Force and one the duties of the task force is to evaluate existing regulations and make recommendations to the agriculture secretary regarding their repeal, replacement or modification.
The task force is directed to seek input from state, local and tribal governments, small businesses, consumers, non-governmental organizations and trade associations on regulations.
USDA asks that commenters be as specific as possible, include any supporting data, provide a Federal Register or Code of Federal Regulations citation when referencing a regulation or directive, the OMB control number for information collections and recordkeeping burdens and specific suggestions regarding the repeal, replacement or modification of these items.
What else is the task force directed to do?
The executive order directs the task force to identify regulations that:
- Eliminate jobs or inhibit job creation
- Are outdated, unnecessary or ineffective
- Impose costs that exceed benefits
- Create a serious inconsistency or otherwise interfere with regulatory reform initiatives and policies
- Derive from executive orders or presidential directives that have been rescinded or modified.
